【 摘 要 】
Authors assess the dynamics behind thehigh net resource transfers by donors and creditors toSub-Saharan African countries. Analyzing the determinants ofoverall net transfers for a panel of 37 recipient countriesin 1978-98, Authors find that country policies matteredlittle. Donors especially bilateral donors actually madegreater transfers to countries with high debt, largely owedto multilateral creditors, when policies were'bad'. Authorsconclude that comprehensive debtrelief has the potential, though not the certainty, torestore selectivity in support of good policies. That wouldmake development assistance more effective going forward andincrease public support in donor countries.
