【 摘 要 】
During the past decade, the use ofconditional cash transfer programs to increase investment inhuman capital has generated considerable excitement in bothresearch and policy forums. This article surveys theexisting literature, which suggests that most conditionalcash transfer programs are used for essentially one of twopurposes: restoring efficiency when externalities exist orimproving equity by targeting resources to poor households.The programs often meet their stated objectives, but in someinstances there is tension between the efficiency and equityobjectives. The overall impact of a program depends on thegains and losses associated with each objective.【 预 览 】
