The national hospital insurance fund’s(NHIF) mandate by the Ministry of Health (MOH) of Kenya toimplement universal health coverage (UHC) generatedcontroversy among stakeholders. Prior allegations ofcorruption and financial sustainability of the initiativewere key concerns. The World Bank Group (WBG), throughcollaboration between the health in Africa initiativeprogram and the Kenya health sector project, worked with theNHIF on a reform agenda and advised on a strategic review ofthe organization. The WBG had an extensive dialogue with theNHIF and MOH which led to the approval of an independentstrategic review that concluded that, although there hadbeen reputational challenges in the past, NHIF has thecapacity to deliver universal health coverage in Kenya.
