【 摘 要 】

Under the term “communitization,” in2002 the state government of Nagaland transferredresponsibility for local services to Village Councils andsector specific Committees. In the health sector, VillageHealth Committees were made responsible for management oflocal health services, including salary payment as well asuse of small funds transferred by the state government. Some1,300 Village Health Committees have been constituted andtheir level of functionality varies widely, with many hardlyactive. In 2016, the World Bank-financed NagalandHealthProject included a US 15 million dollar component to providetechnical and financial support to strengthen implementationof the communitization strategy. With the objective ofimproving participation and leadership of women for planningand managing health and nutrition services in the community,the project mandates that all committees appoint a womanCo-chair, in addition to a Chair (who could be a man orwoman). The project was initially piloted in 30 villagesacross two districts, and has been scaled-up in a phasedmatter since late 2017 to about 450 sites in all 11districts of the state.
