The purpose of the document is to layout the reasons for a lack of progress in Tanzania'srural water sector. Its key messages include: stressing theadditional progress that is needed to make SustainableDevelopment Goal (SDG) targets for water, in particulartaking into account accessibility of functioning rural waterpoints; the need to address the causes of high water pointfailure; and the need to address institutional constraintsthat have limited the capacity of investment to reach itsdesired return. The econometric analysis of water pointfailure reveals the importance of the choice of pump type incomparison to the promoter and management in explainingwater point failure. Meanwhile, the institutional analysispoints to a limited user participation and weakaccountability mechanisms; blurred institutional roles andintergovernmental arrangements; and limited capacity oflocal government and community-owned water supply organizations.
