This knowledge note is the third ofthree case studies that concerns scaling up access toelectricity in Africa, Bangladesh, and Rwanda. Rwanda srapid achievements in expanding access to electricity after2009 were made possible by one of the first applications ofa sector-wide approach (SWAp) in the electricity sector. TheWorld Bank played a pivotal role in the operationalizationof the SWAp, first by assisting in the formulation of aninvestment prospectus that laid the groundwork fortechnical, financial, and implementation planning. TheRwandan experience is instructive for countries consideringthe adoption of a similar approach, particularly thosestarting from a low base. Rwanda's experience withelectrification is an interesting case of how access toelectricity can be quickly scaled up despite deficits ininfrastructure and institutional capacity. In all, the SWApin Rwanda delivered tremendous improvements in electricityaccess over a relatively short period of time. Althoughchallenges remain, the program is on its way to achievingeven the ambitious targets set for 2017 under the EARP II.Rwanda s experience has showed that with governmentownership and alignment with national priorities, usingSWAps in the electricity sector is a viable and attractivealternative to traditional project-based support.
