Albania’s authorized economic operators(AEO) program is not yet operational, even though thecountry has adopted the necessary European Union (EU) legaland regulatory frameworks. This smart lesson outlinesshortcomings in the adoption of AEO provisions under theEuropean community customs code (CCC) as well as theobstacles the national government has faced putting in placethe complementary reform measures necessary to ensurepractical effectiveness. Lessons learned from the Albanianexperience may be instructive for other countries in thecentral European free trade agreement region as they look tooperationalize their AEO programs without diverting from AEOguidelines as set out in the EU acquis.
