Although recent developments haveincreased interest in African land tenure, Rwanda'snation-wide Land Tenure Regularization (LTR) program is oneof a few models to address these issues at the requiredscale. An impact evaluation of this program highlights fourmain effects; namely, 1) significant and large investmentimpacts that are particularly pronounced for women; 2)improved land access for legally married women and betterrecordation of inheritance rights; 3) a reduction in theprobability of having documented land ownership for legallyunmarried women; and 4) a reduction in land market activityrather than distress sales. A primary reason for theGovernment of Rwanda to initiate LTR was to increase levelsof land tenure security. LTR also demonstrated a majorimpact on inheritance related knowledge and awareness.Authors found a significant increase in the likelihood thatlandholders in the program areas would now know who wouldinherit their parcel.
