Stakeholder Perspectives on e-Health Implementation in Armenia

【 摘 要 】

There is general recognition acrossstakeholders in Armenia that the e-health system canfacilitate exchange of clinical and non-clinicalinformation, transparency and accountability in serviceprovision, and support for monitoring and evaluation. Bytracking patient movement across health facilities, thee-health system links budgetary allocations to service use,enabling efficiency and supporting performance-basedfinancing. However, scale-up of the e-health system haspresented financial, technical, and organizationalchallenges that have negative implications for thesustainability of the system, efficient health caredelivery, and the system’s ability to meet informationalrequirements for health decision-making. There areopportunities to iteratively adapt the e-health system inArmenia through a systematic assessment of the e-healthsystem scale-up experience and through regular andstructured interactions between the private operator of thee-health system, key stakeholders involved in theimplementation of the e-health system, and policy makersthat can facilitate the adoption of needed changes. TheArmenian experience of implementing an integrated healthinformation system provides useful lessons for improving thefunctionality of the current system and for adoptingtechnologies to improve health systems more generally. Toencourage facilities to continue to use the e-health system,there is an immediate need for financial support for theassociated recurrent costs for maintaining the e-healthsystem and technical assistance, including training and usermanuals, to guide everyday use by medical practitioners.
