【 摘 要 】

A government's provision ofcomplementary public goods, such as roads and bridges,facilitates the development of markets leading to long-termeconomic growth. Private enterprise, by itself, is unlikelyto provide such public works. Likewise, a government'sinvestment in social infrastructure, such as education andhealth, is critical, particularly for conflict-riddenpopulations deprived of adequate services. Furthermore,scaling-up public investment is central to development,especially in in FCV contexts, which are often left withrudimentary or badly-damaged infrastructure. Publicinvestments in FCV countries are often inefficient andineffective, prone to waste, corruption andmisappropriation. They are often highly concentrated in afew units or agencies with weak institutional capacity.Thus, supporting better management of public investments inFCV countries is critical to (re)creating economic andsocial infrastructure. This infrastructure is key to quicklyrestore basic services and the reestablishment of trustbetween the state and citizens. As such, it can allow forcitizens to reap early peace dividends and plant the seedsfor long-term stability.
