【 摘 要 】

This report is part of the Fragile,Conflict, and Violence (FCV) health knowledge notes seriesthat highlights operational tips to resolve health issues inFCV situations. In FCV situations, successful servicedelivery depends on extensive situational analysis (forexample, political economy, forms of violence, rent-seekingbehavior/motivations), close monitoring and flexibility andrapid response mechanism against shocks or threats. Thisreport answers five questions related to FCV situations andservice delivery.
