【 摘 要 】
The number of Small-to-Mediumenterprises (SMEs) in Kuwait is high,particularly in retail and non-financial services,but their overall contribution to the economy ismarginal—just 3% of GDP. This paradox isespecially troubling when compared to highincome and emerging economies, where SMEscomprise most of the economic activity in theprivate sector and contribute to 50% and 40% ofGDP (respectively). According to a recentsurvey of nearly 50,000 firms in 104 countries,SMEs provide as much as two-thirds of allemployment, with small firms contributingmore to employment in low-income countriesthan high-income countries.
