【 摘 要 】

This note provides guidance onnegotiating, designing, and implementing communitydevelopment agreements between investors and localcommunities. Some investors, in particular those thatoperatein remote rural areas, have made significant contributionsto local development through social development programs.Their effectiveness and the manner in which they areimplemented depend on the context and the capacity of theinvestor. The most successful programs includelocalcommunities in making decisions about scope, requireinvestors to make binding commitments, and support ratherthan supplant governmental responsibilities.
