This evaluation assesses the outcomes ofWorld Bank Group’s (WBG’s) development support to the WestBank and Gaza for the period 2001-09. It covers the programsof the World Bank - International Bank for Reconstructionand Development (IBRD), International DevelopmentAssociation (IDA), International Finance Corporation (IFC),and the Multilateral Investment Guarantee Agency (MIGA). Themain objectives of the WBG program were broad, reflectingthe extremely volatile political situation, characterized byfrequent humanitarian and economic crises that requiredabrupt shifts in the Bank’s strategy. The WB is both themain economic adviser to the Quartet on the Middle East andthe administrator of large donor trust funds. The WBG madeimportant contributions in identifying obstacles todevelopment, estimating their costs, and promoting thesearch for reasonable compromises. The Bank Group programneeds to recognize that the long-term developmenteffectiveness of its support is heavily dependent on theIsraeli-Palestinian political framework, as well as closealignment of its efforts with those of other donors. Otherspecific recommendations of this evaluation include:developing a medium-term strategy with a focused resultsframework; exploring opportunities for closer cooperationwith Arab donors; helping the Palestinian Authority (PA) todevelop a long-term strategy to reduce aid dependence; andidentifying opportunities for Israeli-Palestiniancooperation on different aspects of development.
