【 摘 要 】
This report provides a systematic reviewand empirical evidence related to the experiences ofmiddle-income countries and economies participating in theProgram for International Student Assessment (PISA), 2000 to2015. PISA is a triennial survey that aims to evaluateeducation systems worldwide by testing the skills andknowledge of 15-year-old students. To date, studentsrepresenting more than 70 countries and economies haveparticipated in the assessment, including 44 middle-incomecountries, many of which are developing countries receivingforeign aid. This report provides answers to six importantquestions about these middle-income countries and theirexperiences of participating in PISA: what is the extent ofdeveloping country participation in PISA and otherinternational learning assessments?; why do these countriesjoin PISA?; what are the financial, technical, and culturalchallenges for their participation in PISA?; what impact hasparticipation had on their national assessment capacity?;how have PISA results influenced their national policydiscussions?; and what does PISA data tell us abouteducation in these countries and the policies and practicesthat influence student performance? The findings of thisreport are being used by the Organization for EconomicCo-operation and Development (OECD) to support its effortsto make PISA more relevant to a wider range of countries,and by the World Bank as part of its on-going dialogue withits client countries regarding participation ininternational large-scale assessments.
