Accidents and off-normal events have been identified by the Spent Nuclear Fuel (SNF) Project in various safety documentation and sub-project managed activities. This document screened the results of this previously generated information on the basis of mitigated initiating event frequency, response time to achieve a safe and stable configuration, the recovery time to obtain normal operating conditions, and the overall operational impact. Appendix A summarizes all the identified accidents and off-normal events. Twelve of these events were identified as having potential SNF cross-facility or process reversal impact. Table 2 presents these events and provides guidance on the level of planning and lists general response or recovery planning steps. Revision 1 identifies the procedures that are either released or written that address these events. Revision 1 included a review of facility planning and procedures which concluded that all needed procedures are either released or are written and planned for release prior to facility startup.
