Existing Programmatic Agreement (PA) covered site characterization. New PA would be in effect up to start of operations (waste receipt). Initial draft PA distributed May 14, 2004, with comment period ending August 31, 2004. Extended comment period until October 31, 2004, and again until March 31, 2005. The key elements are: definition of land disturbance, site buffer zone, management areas, and does not apply to off-site, transportation-related activities.
