This report provides background information about theestablishment and evolution of federal emergency management and related homelandsecurity organization since 1950. Post-Katrina assessments of current arrangementsby Congress and the White House are also discussed. Finally, the report provides abrief summary of related legislation that had been introduced as of July 17, 2006.
