This report describes the financial harm caused by data breaches and explains how those breaches are carried out. It provides information about the effect of the transition in selected foreign countries. The report also discusses resolved and remaining impediments to completing the EMV ( Europay, MasterCard Visa) transition in the United States and identifies areas of potential congressional interest.
