This report provides an overview of the issues involved in displacing coal-fired generation with electricity from existing and underutilized natural gas plants in order to cut greenhouse gas emissions. Reducing carbon dioxide emissions from coal plants is a focus of many proposals for cutting greenhouse gas emissions.
