【 摘 要 】

This paper defines the purpose of IEA Annex XXIII, the International Collaboration on Offshore Wind Energy. This international collaboration through the International Energy Agency (IEA) is an efficient forum from which to advance the technical and environmental experiences collected from existing offshore wind energy projects, as well as the research necessary to advance future technology for deep-water wind energy technology.
