In order to increase the effectiveness of large technological institutes in the Netherlands, additional revenues or government support are needed to achieve healthy exploitation of all facilities examined, to provide good access to facilities for universities and researchers, to realise a high-quality infrastructure, and to create a level playing field. Based on the analysis of the current situation, the 23 facilities investigated for this study have a combined shortage of funds between 20 and 30 million Euros per annum. This report provides a coherent set of recommendations for the government and large technological institutes to realise a sustainable model for market-driven financing in the long- and medium-term.
