【 摘 要 】

This report does three things. It provides an overviewof market?based instruments (MBIs) established byEU environmental legislation. Then it explains theestablished definitions and rationales for the applicationof environmental taxes and discusses their currentdesign and application in EEA member countries. Itconcludes with overall findings and some reflectionson the potential for long-term tax-shifting programmesin the context of policy targets as well as technologicalinnovation and demographic changes.
