【 摘 要 】

This Ministerial Decree establishes the modalities of formation, storage, management and renewal of state grain reserves. Grain pertaining to state grain reserves shall be state property. The purpose of state grain reserves shall be to ensure food security. State grain resources subject to trading shall be destined for the following purposes: (a) regulation of internal grain market; (b) ensuring fulfillment of international agreements; and (c) replenishment and renewal of state food grain, seed
