These Regulations, consisting of nineteen sections and four Schedules, apply to every owner, operator, master or their agents or any other person in charge of ports, harbour terminals, repair yards of ships, dry docks, offshore installations, Pipe lines or any other apparatus used for transferring of oil to and from ships in territorial waters of Sri Lanka and any Maritime Zone declared under Maritime Zones Law, No. 22 of 1976.
