The present Regulations are made under the Environment Act. “Motive oil” means a petroleum product used to power a vehicle, aircraft or vessel and includes gasoline and diesel oil, but does not include kerosene or fuel oil. “Fuel oil" means a liquid or gas derived from petroleum or natural gas and all liquids or gases containing any derivative of petroleum or natural gas that are produced, prepared, compounded, acquired, used or may be used for the purpose of generating heat or electrical power,
