These Regulations give effect to certain provisions of Directive 2009/28/EC so as to establish control on biofuel obligations. They apply to biofuel obligation account holders who apply for a biofuel obligation certificate under section 44G(1) of the National Oil Reserves Agency Act 2007. The National Oil Reserves Agency shall establish a procedure to ascertain if account holders meet sustainability criteria.
