These Regulations implement Directive 2003/87/EC of the European Parliament and of the Council and, in particular, the amendments to the Directive made by Directive 2009/29/EC of the European Parliament and of the Council. They concern an EU emissions trading scheme for greenhouse gases. An overall cap is set for emissions of greenhouse gases from specified activities.
