The tactics behind public transport procurements: an integrated actor approach

PurposeIn striving for a “successful” public transport system, functional procurement operations are needed. The “Scandinavian model” has gained popularity in Europe, prompting considerable research into relationships between government and private transport operators. To understand the Scandinavian model, one must also identify the roles governmental actors and institutions play when interacting in procurement processes. This article aims to provide an understanding of the interrelationships between the actors involved in planning a public transport procurement process.MethodThe method used is case study method and in specific process tracing. The empirical data consist of public documents and interviews concerning the work with a public transport procurement, located to a Swedish county.ResultsThe article demonstrates power relationships between the actors and identifies how resources are deployed to maximize influence while minimizing dependence on other actors. It also shows that there is a dominant coalition that employs strategies within the rules of the game to regulate the process of exchange.ConclusionThe article conclude that the procurement entity is the dominant organisation and that the actors working within it form a dominant coalition. The procurement entity, however, is dependent on political and financial resources from the principals to achieve its agenda.
