【 摘 要 】

One of the rights of prisoners is parole, parole in its implementation must be in accordance with Law No. 12 of 1995 concerning prisons in accordance with article 14 which contains the rights of prisoners. Research with the formulation of the problem of the application of parole as a fulfillment of the rights of prisoners and obstacles to the provision of parole as a fulfillment of the rights of prisoners. The research method used is empirical jurisprudence, the type of descriptive research, and the type of data this research is secondary data obtained from the literature. The application of the granting of parole must be in accordance with the existing rules where in the process there are still obstacles. Several factors that hinder the implementation of parole include not wanting to be the guarantor of the inmate's family, prisoners who violate the rules or are registered in register f and many people who still lack confidence in prisoners.
