【 摘 要 】
Russia has a high prevalence of drug use andhas already for some years suffered from awidespread injection drug use epidemic withan estimated over 2% of the population beingpeople who inject drugs (PWID). In 2020, atotal of 18,013 people overdosed on illicitdrugs and 7,366 died as a consequence, whichis a 16% increase compared to 2019 (Sárosi,25 February, 2022).Despite the problems escalation – such asPWID functioning as a major driver of Russia’sHIV epidemic (Meylakhs et al., 2019) – the official strategy by authorities has mainly focused ondrug traffickers and drug-related crime. Duringthe past 30 years, the Russian Federation hasintroduced tough measures to combat the spreadand use of illicit drugs. Over one fourth of theimprisoned population are estimated to havebeen punished for drug-related crimes.
