【 摘 要 】

Thepurposeofthisarticleistoverify,inthecontextoftheBrazilianPublic Administration, the challenges and implications of adopting the managerial model introduced by theAdministrativeReformbroughtbyConstitutionalAmendment19/98,inconjunctionwith democratic principle and with those of the art.37, caput da CF. It will briefly address the context ofthe emergenceof the modelofmanagerialorganization,inthe globalperspectiveandinthe Brazilian context, the paradigms and requirements; how the democratic principle appears in the administrativefield,alongwithitschallengesandlimits.Asaresult,thereisachangeinthe administrativestructures;thedevelopmentoftheideaofaccountability,aspectof corporate governance; the search for consensus, accompanied by instruments to encourage citizen participationintheformationofthestatewill,aswellasthepossibilityofresolvingconflicts withthePublicPowerthroughself-determination.Theformsofcitizenparticipationinthe constructionofadministrativedecisionsmustbecompatiblewiththelargerobjectivestobe achieved by the Public Administration to which they must adjust.
