【 摘 要 】

At the local level, new forms of collective action are trying to overcome the limitations of "classic” mechanisms for protecting the employees against the risks of work. Institutionalist issues of John R. Commons are particularly valuable to identify their basic principles and reflect the diversity of social processes they cover. We identify several regimes and types of prevention of risks. These institutional organizations ("going concern") rely heavily on public interventions. However, the latter are not intended to prescribe or impose the solutions but to encourage the development of devices which fit with the diversity of futurities. Nevertheless, the usual actors of industrial relations often seem remarkably weakened inside complex social configurations. Collective action at local level would be, in the end, more a problem than a solution for the prevention of employment and occupational hazards?
