The proposed approach to determining the timing of development of investment, taking into account the formalization of economic-mathematical modeling of cost and time conditions allows a systematic approach to the problem of realization of investmentprograms and on this basis to solvea problem that takes into account the complex due to the possibility of organizational and technological solutions and the general limitations of the environment (investor) to impose power program.
