【 摘 要 】

The Republic of Indonesia as a state based on law as regulated in The Constitution of The Republic of Indonesia 1945 Article 1 (3). Policies such as regulation, governance and risk is an ideal form of law in guarding democracy than an attempt to avoid the deterioration of belief and non-compliance with laws and ethics. These aspects should be a foundation of the establishment of a policy that is directly regulate through the creation of honorary bodies of "the Court of Honor Council" to protect authority (gezag organisatie) of The House of Representatives as a representative institution of the people. MKD is one of the committee The House of Representatives. Based on the purpose of this study in the first to examine and analyze “the Court of Honor Council” regulation based on The Law of The Peoples Consultative Assembly, The House of Representatives, The Regional House of Representatives and The Regional Representatives Council, secondly to research and analyze the implementation and implications of the Court of Honor Council regulation based on the Law of The Law of The Peoples Consultative Assembly, The House of Representatives, The Regional House of Representatives and The Regional Representatives Council.
