【 摘 要 】

Based on the principles of the general systems theory developed by Urmantsev, the author of the current article formulates the main rules of creation of new pension system paradigm. In his previous articles (including those published in scientific web magazine “Strategy of Business”), the author proved the necessity of creation of the above paradigm.
