【 摘 要 】
The present is a reflection article that suggest that the difficulties the students of the higher education present in their processes of reading and writing are explicable, partly, by the conception of the language that underlies to the very development of the superior formation. For this, a critical analysis of the discourse of the MEN document has been made: Proposal of guidelines for training by competences in higher education. From the results of this analysis we propose an interpretation based on the socio-historical cultural approach of the learning of L. Vygotsky together with the discourse approach as an event of P. Ricoeur; This, to understand how the language is conceived in the discourse that communicates the MEN with the institutions that must accept its guidelines.
