【 摘 要 】

Since 2015, successive Trudeau governments have sought to promote the implementation of a progressive trade policy. This strategy is particularly supported by the introduction of new chapters or new clauses in existing chapters aimed at protecting the rights of Canadians. In the area of ​​workers’ rights, this progressive dimension has consisted in marginally modifying the existing chapters in the trade agreements that preceded 2015. This article summarizes the Canadian model of social clause. After reviewing the mechanisms linking trade agreements and workers’ rights between 1993 and 2015, the article summarizes the recommendations related to a public consultation process conducted in 2017 to determine the modalities of a socially responsible Canadian trade policy in matter of workers’ rights. Following the analysis of the ten recommendations of the report resulting from this consultation, we will take stock of the initiatives taken by the Canadian government since 2017. If we can detect an inflection towards a more progressive approach, we cannot speak about a major split in matters workers’ rights. We can observe that Canadian approach that has existed since 2008 and has been only slightly strengthened. This is not enough to say that Canadian trade policy is today progressive or even socially responsible.
