【 摘 要 】

The focus of the paper will be on the consideration of the defense and security role of the modern state and the functioning of its institutions in order to protect the vital interests of the state and citizens. Science has confirmed that the state, politics and society are of a developmental character. Through our paper we will try to point out whether a modern state, as a social reality, plays the same role in its development phases. Authors will try to examine whether defensive protective function of the state is developed and directed towards preservation of vital interests and of the people or has the aim to preserve state authorities.
