【 摘 要 】

Since the second half of 2000’s, American diplomacy have been demonstrating strong interest toward ethnic and racial minorities in France and Europe. This outreach is partly illustrated in the selection of actors engaged in the representation, analysis and the administration of minority issues in France within the prestigious exchange program IVLP (International Visitor Leadership Program). These actors are located within the “margins of elite” due to their ethnic, social and professional characteristics. Recruitment is based on an articulation between, on the one hand, the diplomatic filter and on the other, a conception of the elite and of social mobility that values alternative resources and skills. The selection within the program and the integration into the “embassy network” are perceived as a form of recognition contrasting with the difficult relations with French institutions. While proximity to US diplomatic missions allows access to scarce social and symbolic capital, its effects must be tempered. It confirms rather than it impels accumulation of social and symbolic capital already at work within their trajectories of "mobility by sponsorship".
