【 摘 要 】

The Mediterranean crosses since the outbreak of the 2011 uprisings in the Arab world a tumultuous and hectic period. Destabilizing phenomena such as immigration, terrorism and illicit trafficking have multiplied and intensified. If the worry for the situation of the Mediterranean area is shared between the countries on the both sides of the Mediterranean, the priorities and strategies followed are not the same. For the countries of the North shore the major challenge is the security situation, while for the countries of the south shore the priority challenges are political stability and economic development. This divergence of visions aggravates the situation in this space. This means that any solution must go through trying to bring visions and policies closer together.
