Success of Visegrad Countries in the first Post-Covid Summit of the EU

【 摘 要 】

The article analyzes the results achieved by the leaders of the Visegrad countries at the first face-to-face EU summit after the2020 pandemic (17-21.07.2020), the main goal of which was to approve the budget for 2021–2027 and distribute funds from the Covid-19 recovery Fund. According to the established tradition, the summit was preceded by a meeting of the leaders of the B4 countries (Warsaw, 03.07.2020), which coincided this time with the transfer of the presidency of the Visegrad group from the Czech Republic to Poland. Of course, the pandemic affected the implementation of the program of the Czech presidency, but in General, the leadership of Prague was assessed by the leaders of the «Quartet» as constructive and providing an incentive for further consolidation of efforts to overcome the new challenges faced by the countries of Central Europe. At the Brussels summit itself, thanks to the resolute position of Hungary and Poland, as well as the steadfastness of the Czech Prime Minister Babis, it was possible to deflect attempts by some delegations and individual politicians to link the issue of budget allocation to the accusations made against these countries of non-compliance with European norms of the rule of law and conflict of interests, which highlighted the growing respect for countries that have been generally successful on the path of reform for the fourth decade.
