【 摘 要 】

The paper discusses the risk of property crime, particularly fraud which has an important place in the number of criminal offenses in the area of property crimes. From researching the observed negative correlation relationship of what we call the theory of detection, prosecution and adjudication of offenders offense of fraud. Furthermore, the number of fraud offenses, detected by the authorities, is in significant negative correlation in comparison to the number of charges raised.
