Selective Collection of Recyclable Trash in Angra dos Reis/RJ: Analysis of Municipal Evolution and Popular Participation

【 摘 要 】

The Selective Collection Program involves the participation of the public sectors, private initiative and organized segments of civil society, and the effective involvement of the population is fundamental to its success. Therefore, the objective of this paper is to evaluate the evolution of the Selective Collection Program in the municipality of Angra dos Reis/RJ, especially, verifying if it has popular participation, either reducing the waste generation or creating new jobs and promoting social inclusion. In addition to documentary and bibliographical research, semi-structured and unstructured interviews were conducted with the different community actors involved in the program, characterizing a qualitative case study. In the end, we verified that the popular participation is not intense in this municipality, being necessary actions and incentive of the public authority aiming at its strengthening. We concluded that the selective collection requires greater dissemination, broadening the scope of the program (including door-to-door collection) and new financial investments in order to increase the popular participation by creating new habits in the separation of organic and recyclable waste, giving the correct destination to recyclable materials.
