【 摘 要 】

The purpose of this paper is to analyze the evolution of both, the budget balance and the treasury's debt in Morocco during the period 1980-2017 while decomposing it to some significant phases in order to best explain each sub-period specificities and the evolution of the main budget indicators. We have also tried through this study to demonstrate that besides the budget balance, analyzing other balances (primary balance, ordinary balance, budget balance excluding privatization…) may be very useful in order to assess the budget policy trajectory. Overall, our analysis emphasizes the fact that in spite of the measures and the reforms undertook in order to improve income and rationalize expense; the results were not satisfactory because expenditure is increasing more than proportionally to income. This has led to a deterioration of budget balances and thus to an excessive level of indebtedness
