【 摘 要 】

In the Brazilian metropolitan regions, the spatial organization demographically concentrated in an environment affected by significant productive investments, causes real environmental transformations, with varied harmful effects from the different forms of use of the territories. In many cases, such a condition of population densification and investment is negatively reversed in relation to what is expected of these 'spaces full of potentialities' and resources, and integrated environmental management is difficult to achieve, especially due to the lack of collaboration and cooperation among the federative entities on this regional scale. Thus, quality of life standards are being sought by researchers who identify in various instruments, such as cumulative and synergistic impact assessment, ways of analyzing the daily living conditions of millions of people in millionaire regions. Among them, there are the metropolitan ones, which are made up of highly populated municipalities, undergoing major environmental transformations associated with industrial enterprises in spaces with expressive environmental resources, such as large water mirrors. In this context, Sepetiba Bay, located in the western boundary of the city of Rio de Janeiro, presents itself as one of the most emblematic natural environments in the metropolitan region of Rio de Janeiro for a cumulative and synergic evaluation, in order to identify forms of environmental management that are focused on reducing the unequal use of collective natural resources and indispensable for the more equitable and orderly quality of life for millions of people, every day.
