【 摘 要 】
Conflicts over control and access of scarce resources like water will be more frequent in the coming years, in the case of shared water resource, these conflicts will be international, endangering global peace and security. Cooperation is critical, riparian states can anticipate and carry forward and integrated waterresourcemanagement.Internationalwatercoursesareasignificantfactorinpeople’slives.Eventhough70%oftheEarthiscoveredwithwater,only3%isfreshwater,ofwhichonly 1% is available for use (the rest is frozen in glaciers or is inaccessible).AccordingtotheWorldHealthOrganization,by2025,halfoftheworld’spopulationwillliveinareaswithwatershortages.Mostoftheavailablewaterisunderground,concentrated in aquifers, to a lesser extent is in surface waters (rivers and lakes).
