【 摘 要 】
Gambling and its repression by the police authorities have a long history in Portugal. This paper reflects on this subject at a time when “gambling stretches its huge tentacles”, “like a colossal octopus”, in the words of the director of the Tourism Department of the Ministry of Public Works, in 1914. This phenomenon is linked to the increasing number of casinos and “second-rate gambling houses”, especially in thermal spas or resorts frequented by the wealthy classes. This paper is also aimed at understanding the reasons for the development of gambling, the way it was exploited by the social and political forces, and how this prohibition was used in favor of the res publica. Finally, the proposals for the regulation of gambling presented at the Parliament (1890-1926), which will lead to the promulgation of the Decree-Law on gambling, in 1927, are also analyzed. This legislation regulated the gambling industry and imposed specific rules for casinos in Portugal.
