【 摘 要 】

This paper looks at the growing number of co-housing initiatives in Europe. Co-housing initiatives are more than an answer of middle class families to gain access to the housing market. The design and contract models of co-housing go beyond private property and bring to the urban environment new qualities based on community and ecology. The paper is based on field work in Tübingen and Freiburg (Germany), Almere (Netherlands) and Strasbourg (France), and combines a sociological perspective with planning expertise. The authors compare the efforts of the above mentioned local authorities to integrate co-housing into urban development.The paper first presents a general definition of collaborative housing in different countries. Secondly, it introduces the strategies for urban development in Almere and Tübingen/Freiburg, comparing the ways in which local authorities integrate housing initiatives. Consequently, following the trajectory of co-housing in France from introduction to national law, we look in more depth to how new ideas on urban development travel across borders, and are interpreted in different planning cultures.The conclusions motivate that co-housing may constitute a triple advantage for local authorities in mobilizing participation, enhancing urban quality, and encouraging sustainable, low-energy housing. However, some questions remain to be answered before co-housing can become a tool for sustainable urban development. Development policies need to address the problematic sides of gentrification (push-out effects) and above all: room for citizen’s engagement does not mean withdrawal of public bodies, but requires creating and surveying the conditions to ensure equal access to such initiatives for all citizens.
