【 摘 要 】
When the Ottoman Empire gave the privilege of the Baghdad Railway to the Germans, Russia opposed this project because the Black Sea Railways, which would be the northern line of these railways, threatened its own area of influence. After this opposition, a very difficult process of negotiation between the Ottoman Empire and Russia took place. As a result, the privilege of the Black Sea Railways, which is a little-known aspect of Turkish -Russian relations, was given to the Russians with the agreement signed 1900 on condition that the rebellious Armenians who fled to the Caucasus in 1896 could return to the Ottoman Empire. The 1900 Agreement, in addition to the reconciliation of the Ottoman Empire with Russia, influenced the policies and movements between the two states. After the 1900 Alignment was carried out with Russia, the Anatolien-Baghdat changed and at the same time the rebellious Armenians who escaped the Ottoman Empire in 1896 could not return to their hometown until the II. constitutional monarchy.
